I'm interested in seeing if someone finds an answer for this, my odds are on the contractor test drive theory. I don't think even National Guard would pull off a stunt like this.

I didn't see any license plates, so probably not civilian.

On the other hand, they seem to be running ok, so probably not Active Duty. National Guard or Reserve maybe?
