It's a good guess that someone "ditched" the bag rather than being caught with it, but even that is speculation. Where they came were bound and for what purpose is wild speculation. However, there is one observable truth that may or may not apply to these guns though it applies to many found in the hands of criminals, particularly young criminals in the US. The War of Drugs is not only an abject failure but also has been financing the arming of American gangs. Just as Prohibition gave rise to the Mafia, prohibition on drugs has spawned youth-oriented criminal enterprises that will likely remain even if prohibitions on drug use are removed just as the Mafia (in its various forms) remained after the repeal of (alcohol) Prohibition.
