National Guardsmen Awaiting Pay Months After Hurricanes

It is not just National Guard troops, it is whole system. As a Reserve officer, I performed unrelated annual training in Washington DC back in September. Right after hurricanes, overall pay processing was overwhelmed. Along with myself, many other Reserve and National Guard personnel in Pentagon did not get drill pay until November or later.

Wouldn't that be Federal pay if they were sent to another state like the Guard groups from Michigan did?
