Well, since C'ville was my old ship, and I have a lot of sea experience, I will weigh in ....
The Russians can pack sand saying we were responsible. All you have to do is look at the wake. The C'ville was on steady course and speed because they were recovering a helo. BY COLREGS, the Russians should have stayed away from the stand on vessel. The wake of the Russian ship shows that it was the one who closed in dangerously close...

You know COLREGS and I do, but that doesn't stop the armchair OOD's. The Russians have been doing this for decades - when we were conducting flight ops on a CVN they'd pull in front of us and put up Red over Red all the time; same thing when we'd conduct a refueling. We couldn't do the same to them, because they weren't skilled enough to refuel underway - they usually went to an anchorage.

We had a similar incident in the black see, we all went topside and mooned them, there is a pic on FB to prove it.
