It's a known fact that people that commit crimes don't obey laws or regulations. So tell me how this will make anyone safer.

The Military has always had methods of finding a problem before finding the solution. Some of these restrictions very well may be challenged in the Courts. Not necessarily by the Foreign Students but by American Citizens. I can understand the placement of these restrictions. However, my old criminal law professor pointed out their is a difference between what is legal and what is a policy.
The argument could extend that even though you are here as a foreign student as long are you are on U.S. Soil then you have Second Amendment Rights. The counter argument being they are here as guests of the U.S. Military and are subject to the rules, regulations and law's of the UCMJ.
As a fellow soldier has pointed out. people who commit crimes don't obey laws or regulations and questions if these rules will make anyone safer. I feel SSG Edward Joy has a very valid point. While The military can enact regulations against them from owning or possessing Personal Fire Arms, If State or Federal Law allows them to then the regulation is null and void.
It all boils down to a matter of trust. We want you to be our ally in a war zone, but, we donot trust you to own a Personally Owned weapon for your own protection while you are in the U.S. because you may turn on us.

That's a good decision. All personal weapons need to be put in the Armory. The Navy and Marines should have done this years ago.
