Navy announces return of 2nd Fleet during change-of-command

The 2nd fleet was disestablished years ago with it's forces folded into the U.S. Fleet Forces Command. Now it looks like the CNO is bringing the fleet back.
The 2nd fleet will have authority over ships and personnel along the East coast, including those homeported in Norfolk, the largest U.S. Navy base and home to a majority of all active units in the entire Navy.
What say you, will this change mean more "direct" control allowing for faster and more effective command decisions? Or is this just another layer of bureaucracy and an excuse for another flag officer and staff billets?

Second to none! Great to see this Numbered Fleet being re-activated. Numbered Fleets are how we fight and this moves returns to us to the North Atlantic. It will also allow USFFC to focus on man, train, equip. This is a good thing, PO2 Robert Aitchison . Smart move by the CNO. SN Greg Wright

I didn't know that 2nd fleet had been disestablished, but with the other fleets having OPCON this is appropriate, given the history of attacks in the NorLant.
