The truth is investigators are only as good as the information they're given. A confidential/secret clearance isn't difficult to get and is good for 15/10 years respectively. If he passed the initial screening, subsequent renewals would only look at the period from when the clearance was granted to its expiration.
Chances are he would never have gotten a top secret clearance, but the secret was well within his reach considering it started in the eighties.

Very true, but there will always be lapses in the system. It's all a game governments play to adapt and improvise to track their enemies. Russia is a good example. The so-called Illegals Program an alleged network of sleeper spies planted in the U.S. by the Russian Foreign Intelligence Service. The ongoing, multi-year investigation culminated in June 2010 with the filing of charges and the arrest of 10 suspects in the U.S. and another in Cyprus. Russian General Directorate for special programs or GUSP in Russian still recruits candidates among students and talented scientists in order to use them as sleeper agents or as legal employees in the Police and intelligence bodies in the Russian Federation.

We've gone too 'touch-feely'; if Russia, China, Iran, etc. had discovered anything similar to what you claim occurred in 2010, there would have been no news release, no charges and no arrests. There would have been a firing squad somewhere. It's no wonder we've lost respect in the world, when we treat our national security as just another 'law enforcement' action.
