I have a suggestion to eliminate this issue, QUIT PUTTING SAILORS IN CAMO. There, problem solved.

Why does the Navy need "Woodland" camo? How many sailors are or will ever, serve in a woodland environment?

Seabees, SEALS, EOD, and some Hospital Corpsman would need it. Other than that though there's no need. When I joined the navy all we had was the blue cammies for everyone unless you absolutely needed it. I feel like we should've just kept those or gone back to dungarees.
