Navy’s new West Pacific command to oversee maintenance of Japan-based ships

I just wonder whether West PACOM is in response to North Korea or to China as a threat to U.S. interests in the Far East and in the SCS. Alternatively; it could be in response to China's buildup in the Asia-Pacific Region and in the Indian Ocean.

What are PACOM thoughts on division of powers of the USPACOM and PACFLT??
