What's the problem?
I mean, if you aren't actually shooting at someone, why do you need a rifle.
Let's save even more money and only issue a few rounds of ammunition and have the soldiers pass them back and forth for when they actually acquire a target. After all, if you don't have anything to shoot at you don't need any bullets - right?

SPC Andrew Griffin - Spec; In order to design the perfect combat rifle it has to have EXACTLY 50 parts with each part being manufactured by a different company and with only one of those companies being located in any one state.
The parts would be delivered, disassembled, to troops graduating from Basic Training so that they could assemble their own personal weapon and personally sign the tag that reads "100% American manufactured and assembled by __________" that would be permanently attached to the weapon.
