In my opinion, he should have a vest on the dog and college students / staff should allow the dog to work without interference. The college should be sued for failing to adhere to the ADA/ Rehab Act. There is no official service dog training entity. The university should have to show a pattern of disruptive behavior and that it causes a disruption to daily operations. If the dog barking does not cause a severe disruption or economical loss, then having the dog on campus for the disabled individual as a reasonable accommodation remains reasonable.
