The same can be said of the justice system. Individual abuses should not be an indictment of the entire system. We had the same issue during the Vietnam War and a famous lawyer, Melvin Belli, toured Vietnam, visiting various commands to evaluate "Military Justice". He came away with a glowing opinion even though abuses were found.
