I wonder where the Gov would get the funds to pay for these new jobs? Do these people know where the gov funds come from? This would require a thank you to the taxpayers.

Simple. The govt would take from the Producer class and give to the Moocher class. The Moocher class continues to vote in those that will use the legal system against them to confiscate more money. It's no different then our current system.
