Well gee whiz, we aren't supposed to kill civilians.
Pretty sure that is well-covered in the Fourth Geneva Convention.
Someone should tell the Russians and Syrians, as they raze the largest city in Syria to the ground in order to break the will of the US-backed Free Syrian Army.
Someone should tell ISIS, as they purposely locate themselves in areas where they can use the population as a shield.
