there are two sides to this story... and the Photographer failed to Publish the entire story about the reason behind the Photo and the execution...

No One was told that this VC executed was Caught immediately after he broke in to the Col's family Home... and Murdered 3 of The Col.s Family Members (Wife Child and Brother... ) and was the leader of the Hit squad that had take out several other families in the immediate neighborhood...
the rest of the squad was killed in Action or trying to escape in shoot outs with RVN forces...
... The US had Nothing to do with it Other Than the Bleeding Heart Reporter and Photographer...

Last i looked (years ago) the Col retired near Wash DC and was running a pizza restaurant.

The photographer Eddie Adams was hardly a "bleeding heart" -- that is unfair characterization of the man. To quote Wikipedia quoting Time Magazine: "Adams would later lament the impact of the photo. On Loan and his photograph, Adams wrote in 1998:
"Two people died in that photograph: the recipient of the bullet and General Nguyen Ngoc Loan. The general killed the Viet Cong; I killed the general with my camera. Still photographs are the most powerful weapons in the world. People believe them; but photographs do lie, even without manipulation. They are only half-truths. ... What the photograph didn't say was, "What would you do if you were the general at that time and place on that hot day, and you caught the so-called bad guy after he blew away one, two or three American people?". ... This picture really messed up his life. He never blamed me. He told me if I hadn't taken the picture, someone else would have, but I've felt bad for him and his family for a long time. ... I sent flowers when I heard that he had died and wrote, "I'm sorry. There are tears in my eyes."

I am pretty sure after the war Nguyễn Ngọc Loan moved to California
