When my mother-in-law's family first attempted to emigrate from Russia to the US, they were not allowed to board the boat because her mother was ill. They returned to their village in time for the pogroms and half of them were murdered. Sad but is that worse than being allowed to carry disease to America? It's a tough call, for sure.

Thank goodness we provide free medical care to them. Sorry, average citizen that has to pay for your medical treatment should you catch this contagious disease. Where is Ellis Island or its equivalent today?
