They can wreck your plan if they just do the unexpected. What if...the US spent a great deal of money to "fight" climate change...and in response, China builds another 200 coal-fired, dirty power plants? They're spending less than we are, they're getting a more robust electrical grid, and we will not succeed in fighting climate change. It isn't a fight one or several nations can win, because it is so easy and lucrative for other nations to continue polluting. Setting climate change as the #1 threat to the DoD is a fool's errand.
