No One Knows Why Afghans Doctored This Photo of Tillerson Visit

Tillerson was the one claiming that they met in Kabul and not bagram

How often does this happen, more times than not I'm thinking.

Someone knows why the photo was doctored and they work in the State Dept. Why did the State Dept. state the meeting took place in Kabul when it took place elsewhere? Why did both US and Afghan offices imply that the meeting took place in an Afghan government building and not a secured US facility?
