Additionally NATO broke ground on a massive depot project ($260 million) to facilitate the departure of the Warsaw Pact armor that will help with integrating NATO armor - including the Abrams.

Sometimes countries do dumb things to keep a domestic arms industry alive.
T-72s, no matter how much cool-guy stuff you bolt onto it, would be targets and little else in a full blown war. Leopard IIs are a far superior platform and use NATO ammunition - things that matter for the country most likely to be on the front line.
