Those are either very smart or very stupid thieves. I cannot imagine trying to move (steal) razor wire. That stuff makes me bleed just looking at it.

Well, if the thieves didn't wear gloves....they should be easy to track down by the blood trail and possible fingers.

It was a stop gap measure more than a permanent solution. Additionally, the cost of concertina wire is negligible at best.
