Not unusual for a shipyard skipper. The billet is basically a "looking at you for Flag". A friend of mine was skipper of Puget Sound Shipyard, then skippered the Carl Vinson and then moved on to Flag. He got caught up the the Fat Leonard Scandal while over in Japan and was censured post retirement. That does make you toxic for professional organizations and key positions in commercial proposals. Where shipyard skippers fall is they fail to contain "bad" from dropping on NAVSEA's doorstep. Not meeting an impossible schedule. Union negotiations go into the dumpster. Lots of sexual harassment complaints on their watch. Essentially the job is 60% cleaning up your predecessor's mess and 40% creating your own mess.
