Well, I don't know if this is true or not. Observe, Captain: 'one modified Ohio type rocket carrier'. Dunno wtf this author is smoking, but he's talking about a Submarine. So right off the bat I'm suspicious.

Strategically, sacrificing Pyongyang gives the DPRK a lot more real estate to fall back into. I say this because if they are evacuating the capital, they have obviously established a back-up site where the government will rule from. If the location of this back-up site is not known to anyone else, decapitation of the leadership becomes difficult or impossible. So the back-up capital could be anywhere, and the DPRK military has the entirety of the country to maneuver within without worrying about defending a capital less than 60km from the "enemy" capital.
So this is a strategic bonus for them. I don't think they would nuke Pyongyang when evacuating it gives them the same result. As for nuking it and blaming someone else, that would be a tough sell considering all the surveillance technology watching North Korea on a daily basis. While smuggling a nuke into the country covertly is possible, why would any nuclear power resort to that over a cruise missile or conventional ICBM? It wouldn't make sense. Also, nuking themselves makes that area a nuclear hot zone for the foreseeable future, and requiring NBC protective equipment and operations (including decon) for both sides of the DMZ.
