The US built at least one bio lab in Ukraine, Obama was a senator and worked with Luger another Senator to get it started. I don’t believe it was for biological warfare. So no we didn’t have a “biological WEAPONS lab” but we did have a biological lab. I think part of his is to bypass US restrictions.
