You need to see the whole discussion in context, understand the NSA's AOR, and the language he used. "Russian election hacking" was the specific action he has not been directed to do, or similar operations to what Russia has done. Not simply Russian hacking. Bear in mind to "hack" an election, it requires access to the voting systems. These systems do not belong to the Federal Government nor does the NSA or the DoD have authority there. Also realize that the Russian role was an IO campaign, which includes more than cyber activities.
This is a complex world which is hampered by a lot of privacy issues, legal, jurisdiction, etc. What did Adm Roger say we're not doing which you would expect the NSA to do?

I would expect his mission statement would include that responsibility. Does everyone need minute direction?
