Me neither. I'd argue 3.6 barely covers inflation. A 1.3 raise? That's almost not even worth the administrative ass-pain to effectuate it.

This was a 1.3% pay raise so an E4 with 4 years gets close $30 per month prior to taxes. So while it is a pay raise, it is not that significant. And I am pretty sure that the budget comes from Congress and goes to the President for approval. This headline makes it seem like the President did this over the objections of Congress.
