It seems that there are stories like this on a fairly regular basis where authorities find hundreds of cats and/or dogs at a residence. I cannot figure out why people let these conditions happen. I am sure they do not set out to create inhumane conditions, live in filth, etc. Yet that's how they find them. I would appreciate anyone's insights into how this sort of a situation develops. Maybe the people involved are having mental issues or worse.
