This petition has no supporting evidence, and so I cannot really judge it. But care decisions DO have to be made, and sometimes those do include cost - when an organization only has so much money, if a particular therapy or procedure will prevent live saving efforts for many other patients, a decision DOES have to be made. This is true of government, for profit and not-for-profit medical organizations.
If there were infinite money for healthcare, it would be easy, but we are in a time of limited budgets, with Medicare paying below cost for many doctors. TRICARE pays less yet, the ACA plans pay further less, and MedicAID at $0.47 on the dollar is the most cutthroat. Only people who are very rich can truly get any care they want.
