I've got to say, this story smelly funny.
While elements of it are plausible, others are not. The Afghans aren't exactly on good terms with the Russians. Although I imagine that they'd be happy to accept their money.
The nature and subject matter of the story sound strange and awfully well-timed as well.
Smells like a Psyop.
