If you are that "over the top" about precautions, hire someone to take care of your child in your home.

We and another mom "shared" a nanny for the first six months. Cut the costs a bit and the babies loved being together.

If the child care center's policy is to wear a mask, when interacting with children or parents, then the worker should have kept her mask on. I had a CO on the USS NEW ORLEANS (LPD-18), whose favorite quote was two words, "Procedural Compliance". He would always tell the crew, if you are doing something according to procedure, and it goes wrong, then so be it. We'll try to get the procedure changed. But if something goes wrong, because if a Sailor tried to use a shortcut or change a documented procedure, then the Sailor was at fault, and would be held accountable.
The other issue I see here, if the mother was overly concerned with her child's protection, I agree with Lt. Col Charlie Brown, why doesn't the mother find an in-home child-care provider and have her child cared for in the family home, instead of putting the child at risk by taking the child to a daycare center, where the virus is more likely to show up?
