The article seems to imply that black officers are routinely overlooked for General grade promotions. I'm sure MajGen Michael Langley and others would disagree. Considering the US Census indicates only 13% of the entire population is black, it's statistically possible that the pool of black officers in the Marine Corps is relatively small. Not everyone will merit a promotion, otherwise the rank structure will be top heavy and we all know what happens to troop moral when there is more leadership than troops doing the work.

SPC Joshua Blotzer - either the Marines or the Coast Guard, both have less than the Army, Navy, and Air Force as I recall.

Sounds like a justified and long overdue selection. It's tough to get a star in the USMC. I'm not privy to knowledge that it's even harder for a dark green Marine. The most motivated Bn Cmdr I worked for also happened to be dark green and one of the finest Marines I ever knew. He retired as a LtGen, and I was not at all surprised. Most logistics Colonels comprise the wise and aged Senate of the USMC. As they advance, they man the few Command slots and senior positions on Staff. Stars are usually the exception rather than the rule.
