Oh Serpico...man, I give you credit for what you did. Took real guts. My father was NYPD for 20 years and when I became an officer, he would speak about the "brotherhood". He hated it. He would just go about his duties for the next 20 years. I did ask if he ever took a dime from anyone or was dirty. He was so offended that he didn't speak to me for a couple of months. When he did, he said that he would never disrespect his name or badge for a couple of dollars.
I pride myself on that same statement. It just isn't worth it. But Serpico, times HAVE changed. You are demonizing a process and lumping all law enforcement agencies into one. I've known agencies whose training is the best in the state and in some cases the country. You stated that there are "poor recruiting practices." Where? What agencies? Law Enforcement has come a long way. No test or recruiting will EVER weed out undesirables. You will simply never know. We all knew of that one guy that totally clean. Excellent credit, perfect references, the right college degree and knocked the tests out of the park. But when they are on the road and have to make real life decisions and are exposed to the world, everything changes. You can't teach integrity. It comes with experience and watching people that have it. It exists in your core and in my opinion, that is one of the most fundamental building blocks when it comes to becoming a good police officer.

He is accepting Blame for every thing...
there were time the shooting s and the violence is or was Justified... and he is making all the LEO's Look Bad and things will only get worse... On both sides...
He should Have stressed that Key problems with Key Officers are being addressed...
But this is not Just a one sided Problem...
The Kids Today appear to Challenge authority and they almost go out of their way to do it... regardless of Skin Color...
I also see as many whites and Browns are arrested a day as Blacks... but the Media does not want to cover it ... because it's too trivial...
I know as a Child I was told when a Police officer tells you to do something you do it of if he tells you to stop doing something Stope doing it ... He has the authority and the badge and the Gun...
I was also told early on in life 9 years old ... if I ever screwed up don't call till tomorrow ... My stupidity was not their Rush to concern...
