This is already regulation in the Army...this article is written as if this is a new concept! The problem is not the regulation, its the Commanders who have way too much influence over this. My biggest frustration when I worked in Military Medical was Units who were protecting Soldiers who had been non-deployable for years. They protect them because of various reasons: TIS ("we dont want to mess up his retirement"), they are friends with higher command and their is a conflict of interest, the non-deployable person is the only one who knows a very technical job, or that the Commander doesn't want to get his ass reamed for not meeting Unit Manning goals. Bottom line is, unless the Pentagon starts holding the higher command brass accountable for the number of over 12 months non-deployable still on their rosters...this will never be adhered to. The level of recruitment cannot keep up with the level of potential exits....so unless the Pentagon wants a severe manning crisis on their hands, they will never really enforce this.

I'm all for it, but I don't know that anyone has the troop strength to be able to actually do it in numbers. That said, if you don't want to deploy, there are plenty standing behind you who will.
