I'm going to go out on a limb and do something I don't normally do - speculate.
My guess is that the administration is laying down a marker so the Pentagon can refrain from committing these funds, thus making them available for other uses - like a border wall. Surprise moves like what happened last FY cause hardships in programs that are anticipated.
Also, it allows the Pentagon to start figuring out where money might get moved around within their budget to make up for things that are actual priorities.
Maybe we'll have one less Colonel Conference in Garmisch.
Now I will submit that the right way to do this is legislatively, all day. But until Congress grows a pair, the President will run with this method.

Whoever says we do not need effective border wall doesn’t understand all the dynamics of insufficient border security.
While The Dem House Reps squashed the President’s requests for a small Amt of border $ ( under $6Bil) , US taxpayers are spending $41,000,000,000 yearly on illegal immigration. The Dems add to the problem by resisting cutting freebies for non citizens, and harboring illegals in sanctuary cities, even purposely turning loose illegal alien criminals back on streets (a benefit US citizen criminals don’t get).
A lot of repeat crimes happen because of blue states loosing criminals. A 92-yr old woman who was a loved neighbor wouldn’t have been raped to death by repeat criminal illegal if he wasn’t set free in NY.
Secondly, the insufficient border walls, plus Leftists’ funding of caravans, have caused massive amts of both honest hopefuls and criminals to attempt illegal crossings of the US border esp in last several years. Human trafficking has been rampant over border and 1 in 3 foreign women are raped in the travels to US. There are actual rape houses set up.
Fake news won’t report these stories.
Since President Trump’s been in office, he has actively been fighting Human Trafficking and arrests of Pedophile rings, (Fake news won’t report these stories) plus secured more border despite Dem opposition and made deals w Mexico, Guatemala, Honduras for 3rd country agreements. With Trumps pressures, Mexico also froze 25 foreign accounts which were funding the massive caravans into USA. (<massive corruption to make money from illegal immigration).
Who could reasonably be against these Trump accomplishments ? They’ve helped all of US citizens and protected more women and children.

SFC John Wade - Okay. Keep in mind that a Democratic President will someday soon declare climate change a national security emergency and will shift Pentagon funds to address climate change. Or, that Democratic President will declare homelessness a national security emergency, and will shift Pentagon funds to build them houses. Etc., etc. Be careful of short-term decisions that circumvent the Constitution and set precedents for future Presidents.

Out of curiosity Sir, how many trillions have we spent on Afghanistan for no gains and on Iraq only to have it become a province of Iran? I think we can spare 3.8 billion to secure *our* nations borders. Don't you?

CPT (Join to see) - Justify it however you like to make what he's doing seem acceptable. I'm sure the Democrats will do the same thing, like arguing that climate science is also a national security issue, or hunger, or homelessness, or infrastructure, or whatever other issue they want to solve. The bottom line is that Congress appropriated Trump some money to him for the border wall. If they wanted to give him more, they would have given him more. The fact that they didn't means that Congress did not want him to use even more taxpayer dollars to build his wall. So, what he is doing goes against our Constitutional process. Congress has the power of the purse, and they dictate how taxpayer dollars get spent.

Trump's action isn't as clear cut as you are making it out to be. He took dollars already assigned to construction projects within the DoD, in addition to various contingency funds and other "misc" budget items, and reallocated those dollars to a project *directly related* to national security and already approved by Congress. Again, that's the difference here that you aren't addressing and likely why the courts have supported Trump. Homelessness isn't a national security issue. It's a domestic issue. What is the military for if it can't secure our own borders?

He actually diverted defense funding to a domestic program under the guise of calling it a national security issue. That's where your logic (and the Trump administration's) goes awry. The DoD does not get funding for border walls. The DHS gets funding for that. The DHS is not part of the DoD, and their appropriations are not a part of the DoD appropriations. Fiscal law doesn't work that way. All taxpayer money can't be treated the same for the President to switch it around between accounts to do whatever he wants.
