Wow it must be a great burden to find a toilet, reinforces my opinion on never going to France. Never saw this in Germany but was only there a month or so.

I spent 4 of my 10 years in Germany. Yeah it happens there also. See a guy standing in a corner with his back to the public, He's taking care of business.
