He said they have been on top of it. Which means they know about it and are handling it. It IMPLIES but does not state that they are fixing it - only means they are handling it. Does not necessarily mean they are handling it WELL.
Yes, the administration is on top of it. Which, like so many other things involving government, is not actually a good thing.
