This is really tragic for all concerned. Here in TX such accidents usually end up with everyone killed. She was over twice the legal limit for here in TX. Don't agree with mass punishment of everyone, but things must really be getting out of hand in Oki to make the COC respond in such a draconian fashion. Pressure on commanders must be intense, as it always was, to keep a lid on drinking out in town. We used to jump through hoops of fire to control alcohol abuse while on deployment but didn't have to worry about troops drinking and driving. Best thing to do was stay in the field as much as possible.

If the Navy would prosecute and terminate EVERY Sailor that does this, this would be a much smaller issue. Problem is, people know that there's a chance they might just get busted down, or some similar punishment. Zero tolerance is the ONLY solution. Same goes for sexual crimes, while we're on the subject.
