MSgt James Parker: If this happened in a DoD school overseas, your legal remedies may be severely curtailed. The reason is that DoD schools located overseas are regulated by the country's governmental rules and regulations (i.e. Italian rules and regulations pertain overseas DoD schools in Italy, etc.). You can submit a very comprehensive FOIA request to the school but you have to be very specific (ie all internal communications between x, y, and z, to include but not limited to, internal emails, internal staffing notations, internal administration emails regarding the incident, etc.). If this happened in a DoD school overseas, then you will need to contact an attorney who is licensed in that country.
If this happened in a DoD school in the USA, there are other avenues which may or may not be available to you. The DoD school will be regulated by that particular state's rules and regulations. It would be better for you to contact the local state or county bar associations to get referrals to attorneys who bring cases against school districts in your particular locality. You also have a right to be given a copy of the school's formal policies and rules regarding situations with assaults between students. This should give you an idea of which rabbit hole to start requesting documentation for the FOIA request. Best of luck to you.

Patricia Overmeyer I appreciate your response. I have done some research and since DODEA falls under the federal schooling act and President Clinton signed an executive order in 2000 treating this activity as a public school. Since the Headquarters is in Virginia, we have to focus on that state’s education system. In addition DODEA has a reporting procedure that they aren’t following.
