I have seen these " Rand Studies " for years, it seems they have a lot of influence on the shaping of the military. Not saying they are wrong but sometimes "studies" can be skewed.

It might hurt retention in the commissioned officer ranks but the WO side would bust with volunteers. I think it would work out but the AF run Jet Jocks won't let it happen, IMO.
