Program of Record – (Defense Acquisition System) - term of art used to describe a program that is funded (approved) across the FYDP, (Future Year Defense Program) through the POM (Program Objective Memorandum). When this happens, the program becomes a "line item record" in the budget -- hence the term "program of record". This is usually synonymous with Milestone B approval, where a program is given "official" status as a development program. We no longer have the PPBS system, it was replaced by the PPBE (E = Execution) several years ago.
