Just out of morbid curiosity, why aren’t the other 200 or so cities that received the same money listed in the report?

I would expect the people who are accused of being cheaters would go ahead and deny cheating. Just sayin'...

The grants were provided to every Wisconsin municipality that asked for them, and in the amounts they asked for.
