It is a fact that a lot of these jobs are NOT coming back, so the practical thing would be to figure out and come up with ways to re-utilize what is already in place which could serve the national and international markets.

a lot of the Rust belt jobs were lost because of the excessive use and continued efforts ot the unions... They had their places in the late 19th and early 20th to mid 20th century... but now they no longer are working for the employees but more as a Political instrument organizing arm of the leftist political parties... the Union leaders are now no better than the robber barons of the 19th and 20th centuries...
