Security, more so freedom of access and smooth operation of same , shared prosperity, etc are not new concepts when talking the global commons. It shaped the curriculum at the Naval War College when I was there in 2006-2007. Referring to cyberspace as a global common, not a stretch. "Security" does not extend far beyond the wake or the contrail. Persistent presence is key. Unsure how that translates to cyber, or what is the nuclear aircraft carrier strike group of the Internet.
