Curious if anyone has any information on whether or not the PROPER Act ever made it pass congress. I've seen a few articles referring to this Act, but they are all from the late 2014-early 2015 timeframe. According to govtrack.com (https://www.govtrack.us/congress/bills/113/hr5832) the Act died in congress. I'm not too politically savvy, so I was hoping someone could help me understand all of this. Is it really dead? Does that mean it will never be passed? Any help would be greatly appreciated.

I hope it’s dead for ever! This was ridiculous. if you commission you need to be prepared to serve your eight years. Being an officer is not all paychecks and hot chicks...um cars! there is a lot of work. Anyways, in less then eight years you get to the rank of CPT. Really? There are no big benefits to have CPT on your retirement card, or COL for that matter.

Obviously you have no idea why this Bill was created. You most likely are not prior enlisted nor had the scare of being forced out due to TERA. For us prior E's, commissioning, then immediately being forced out before our 20 years was a real problem. Get off your high horse
