1) Understand the difference between regulation and law. By executive order Trump can only prevent new regulations that are done without the consent of congress. This is a no brainer, unless you are one of the idiots that support the EPA fining farmers who build a legal reservoir on an intermittent stream with State approval, then get thrown in jail, because the EPA passed a new regulation that neither the State, congress, or the individuals knew about. New regulations of the type being passed need to be processed through congress. The executive branch should never have the ability to threaten individuals with jail time because they bypassed the legislative branch.
2) Only those existing regulations that were passed without legislative action. Any president has this ability which is why the restrictive regulations should have been passed as laws in the first place.
3) Only regulations that are not sourced by a law. same answer to question 2. This is a good attempt to end executive overreach. Hopefully congress will pass this action soon.

I can attest to the fact that under Obama the EPA has been implementing more and more regulations without any approval from congress. I work in the environmental regulation side and the EPA keeps coming up with new regs that have nothing to do with the laws that congress enacted to protect the environment. Right now my company was looking at 6 new regulations concerning emissions that are in no way related to federal laws concerning the environment.

First I think people need to differentiate federal law verses regulations. Now I can only speak on the EPA side. Since the mid 60's congress has enacted a series of ACTS(laws) like the clean water ACT and clean air act. Those ACTS etablished the EPA and the guidelines and laws that the EPA is supposed to enforce. Under Obama the EPA has enacted a series of new regulations without congressional approval that in some cases are almost unattainable sort of just shutting down the industry effected. So I do hope he brings the EPA back to ground zero and cleans up some of these over the top regulations.
