For a tax bill that is supposed to be marvelous and wonderful why does it need a “panic button”

The excuse to push it: We made a mistake we are sorry, we didn’t know what we were doing.

Actually they did know, unfortunately for us the trigger will cement in place the worst parts of their abomination.
