For a time I had a contract to write software for the engineering department on an oiler (tanker ship) operating between Valdez Alaska and Los Angeles. The harbor agent would call when the ship was arriving in port so that I could install my latest updates and test them. When I went on board, other contractors, mostly skilled workers such as welders, pipe fitters, electricians, etc., would be there too. A crewman was assigned to each, to accompany them as long as they were on board. Why? To make sure they didn't smoke while on board. A fire on board a large ship (the one I worked on was about 1,000 feet long) could go undiscovered for days, until they were at sea, and the crew would have to fight it. It is well established that improper use and disposal of smoking materials is the leading cause of fires. I suppose that it is reasonable to assume that anyone who smokes is self-destructive (now that we know the consequences) and cannot expect them to exercise due caution.

Perfect example of what you said is my druggy Dropout 22 year old transgender step-daughter who dropped out of school in the ninth grade. She smokes all the time. She has a cough that I can tell when she's at home cuz I can hear her every 30 seconds she cost. She now discovered she has a heart problem but she's too afraid to go get a pacemaker which will be paid for completely by Alberta Health Care. She gets welfare money but she decides to buy cigarettes instead instead of vaping which would cut her $14 a pack cigarette habit in half. She refused to go see the doctor to get a referral and she continues to smoke. I told her she could drop dead at any time. But she's more interested in playing with her guitar and being lazy and staying up all night and sleeping all day. That's why I put Mental Health on my buzz words for the story

Phyllis, it's happened to two other apartment complexes that I deliver to and it's happened to 1/3 that I know of not too far from where I used to live. People keep smoking in their Apartments. They don't go VAP. They don't go outside and they throw the cigarette butt outside thinking it's going to be harmless but not all buildings have the newest codes. Consequently, the fire breaks out the apartment is severely damaged or destroyed and people displaced all because of stupid smokers. I say again stupid smokers! They have the money to go buy cigarettes and it's cheaper to vape anyway.
