I think the piece of literature is good gaining different perspectives. Something that one leader brought up on this was the potential for self policing on decentralize orgs. and how could we benchmark that. Maybe once we find a balance between the risk taking required to delegate authority and decision making (i.e. which 350-1 should we do, UCMJ with a board of peers) and the centralized nature of a militaristic organization, then maybe.
