In all fairness, Putin has read the situation quite clearly. Even if President Trump is ready and willing to correct the course of US/Russia relations, it is unclear if he will be able. There are political forces at play in the US, forces that will happily impede any such efforts for their own political gain. Certainly, it is acceptable, expected, that the "loyal" opposition voice its opinion and attempt to influence the President's efforts at international diplomacy. But to have key members of the opposition travelling the world, undermining the President's authority and position, is not helpful. Indeed, Putin and the rest of the world have every right to deal with America at arms length, as though it were a Banana Republic. Sadly, the opposition appears extremely disloyal and had better rein itself in or I wouldn't be surprised to see its leadership treated as criminals.
