Just because they just announced it doesn't mean it's not been there.
I've always thought ever since computers were created countries create teams of people to try and hack into each others computers.

Look at the Georgia vs Russia dustup from a couple of years ago and attacks on Estonia from 2007. It's one thing to do it, another to announce it. Back in the day when i handled some of the security for a largish gov't agency most of our attacks were from Brazil & Eastern Europe... it is what it is

That might not be a bad idea here, since too many of the folks yiou ned for this work would not in any way fit into military culture and standard military fa pay rates are pocket change to them. My friend is a 30 year old who works in a cubical writing code and makes more money than a 0-7. can He goes to work in a tea-shirt, jeans and flip-flops and if harassed by his boss can have a new job in days.
The military can build there own but that requires hiring very smart people (think GT scores above 120 or so) and managing to keep them long enough to get really good then keeping the long enough after that to do some real good for the mission.
Perhaps it might be simpler to simply hire the folks you need after all.

1stSgt Nelson Kerr - my recruiter made me take the ASVAB twice (once while he stood there & watched)... then shook his head when i enlisted for infantry... some smart ppl just do things their own way.
