While criticism is warranted, I believe the Russians are going at stealth tech in a way that we are not. I thought I had read somewhere that they were looking at plasma, instead of RADAR absorption/reflection, like we do?

Reading the article it seems like Russia didn't really try to make a "Stealth Jet", but they made a Stealth Jet Killer? It looks like America and China still have the best Stealth Tech.
